How do we measure the competency levels in foreign languages?
Common European Framework of Reference
There are several ways of assessing the linguistic competencies. The prevailing method nowadays is the - CEFR (Common European Framework of Reference). CEFR is a guideline for describing the the levels of linguistic competencies. It was created by the European Council as the main part of the project “Language Learning for European Citizenship" in 1989 - 1996. Its main goals is to provide a methodology for evaluating and for teaching which would cover all languages in Europe. In November 2001 the resolution of European Council proposed the use of CEFR for creating systems of evaluating linguistic competencies. Six reference levels are becoming to be used more widely as a European standard for defining the level of individual linguistic competencies. .
